The Planning Department, under the authority and policy direction of the Board of Commissioners of Shawnee County, is responsible for developing, implementing and enforcing County land use policies and regulations; processing and issuing building, zoning, and other development permits; administering county floodplain regulations; and carrying out long-range community planning. The department provides staff support to the Shawnee County Planning Commission, Shawnee County Board of Zoning Appeals, and County Commission.

Mission

To provide cost-efficient and quality service to all segments of the community on land use and building issues through the fair and consistent application of rules and regulations, by encouraging broad participation in land use decisions and access to land use data, and by providing forward-thinking, innovative and solution-oriented advice on community planning, building and resource management issues.

Overview

The Planning Department is responsible for providing land use planning and permit processing services for the unincorporated area of Shawnee County. The Department is responsible for developing, implementing and enforcing County land use policies and regulations; processing and issuing building, zoning and other development permits; administering and enforcing County floodplain regulations; and, carrying out long-range community planning.

The Planning Department consists of three full-time equivalent positions including a Planning Director, Zoning Administrator, and Administrative Assistant and part-time Permit Specialist. These staff members serve to support the activities of the Shawnee County Planning Commission, Shawnee County Board of Zoning Appeals, Technical Advisory Committee of the Metropolitan Topeka Planning Organization, and, Shawnee County Board of Commissioners. The staff is also called upon to provide information and assistance to the general public and other local, state and federal organizations.

Specific Functional Areas: The work of the Planning Department is broadly organized in three functional areas: Land Use Planning, Permitting and Compliance.
